Expands eligible recipients of the manufactured home park redevelopment program to include nonprofit organizations and cooperatives, in addition to cities, counties, and community action programs

Provides individual assistance grants of up to $4,000 per home for buy-out assistance to current manufactured home park residents, with preference for older manufactured homes

Provides down-payment assistance grants of up to $10,000 per home for purchase of new and preowned manufactured homes that comply with the current State Building Code

Establishes park infrastructure grants for improvements in manufactured home parks, including storm shelters and community facilities

Appropriates $5,000,000 from the general fund in fiscal year 2018 to the commissioner of housing finance for park infrastructure grants
