Appropriates $18,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to Anoka County to predesign, design, purchase land, construct, furnish, and equip a regional charitable food warehouse, distribution, and office facility in Fridley.

Funds are contingent on Anoka County committing an equal amount ($18,000,000) from nonstate sources, with expenditures by nonstate sources since June 1, 2016, counting toward the matching requirement.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $18,000,000 to provide the appropriated funds in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Permits Anoka County to enter into lease or management agreements under Minnesota Statutes section 16A.695 for operation of the facility.

Effective the day following final enactment.
