Modifies grounds for pupil dismissal to require school board policies be "clear and definite" to provide notice to students of conduct requirements, effective August 1, 2017.

Adds requirement that school administrations must consider whether suspensions of kindergarten through grade 5 students are consistent with district policies emphasizing early problem detection and prevention of recurring inappropriate behavior, effective August 1, 2017.

Expands grounds for class removal to explicitly include conduct interfering with a teacher's ability to teach or communicate effectively with students, and requires parent/guardian notification and meeting after a student has been removed from class more than 10 times in one school year, effective August 1, 2017.
