Appropriates $1,100,000 from the bond proceeds fund to the commissioner of transportation for a grant to Minnesota Commercial Railway for repairs and capital improvements to approximately 6.5 miles of railroad track between M & D Junction in White Bear Lake and Hugo.

Funds must be used to improve and rehabilitate railroad rights-of-way and other rail facilities, whether public or private, as authorized by Minnesota Constitution article XI, section 5, clause (i).

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,100,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
