Changes electronic funds transfer provisions to apply to all local governments rather than limiting authorization to school districts alone.

Repeals Minnesota Statutes section 471.391, subdivision 1, which specified a required statutory declaration form stating "I declare under the penalties of law that this account, claim or demand is just and correct and that no part of it has been paid."

Allows local government boards and officers discretion to approve claims prepared by their clerks or secretaries if the declaration is made on the check or payment order.
