Increases base aid distribution for regional public library systems from 5 percent to 15 percent of available aid funds effective fiscal year 2018.

Reduces adjusted net tax capacity per capita distribution from 25 percent to 15 percent of available aid funds, with distribution based on adjusted net tax capacity per capita for member counties calculated using data from the third year preceding the fiscal year.

Modifies population determination calculations to use the most recent estimate available under section 477A.011, subdivision 3, with calculations completed by May 1 of the year they are made.

Appropriates $16,270,000 for 2018 and $16,570,000 for 2019 for basic system support aid to regional public library systems.

Appropriates $2,300,000 for both 2018 and 2019 for regional library telecommunications aid, and $1,930,000 for 2018 and $2,000,000 for 2019 for multicounty, multitype library systems.
