Amends Minnesota Statutes 2016, section 124D.03, subdivision 5a, to modify open enrollment lottery priorities for school districts.

Maintains existing priorities for siblings of currently enrolled students, students related to approved integration and achievement plans, and children of school district staff.

Adds a new priority category for students residing in parts of a municipality where their resident district operates no school buildings, the nonresident district operates one or more buildings within the municipality, and no other nonresident district operates a building there.

Requires school districts to establish the lottery process through school board-approved policy and post procedures on the school district's website.

Becomes effective for lotteries conducted beginning July 1, 2017.
