Commissioner of education may contract with Minnesota State University Mankato to establish a Principals' Leadership Institute providing research-based professional development to licensed principals focused on instructional and organizational leadership.

Institute must create networks of educational leaders demonstrating strong instructional leadership and racial equity leadership, develop strategies to retain qualified teachers ensuring diverse student populations have equal access, and base curriculum on current research-based best practices in educational leadership.

School district or charter school leadership may recommend licensed principals for participation based on leadership potential, with priority given to principals from districts engaged in intentional work to eliminate racial achievement disparities.

Participants must agree to attend all sessions of the four-week summer program, with school boards submitting recommended participants to the institute by July 1 each year.

$200,000 is appropriated from the general fund in fiscal year 2018 to the commissioner of education for a grant to the Minnesota State University Mankato Principals' Leadership Institute.
