Establishes a permanent program allowing groups of two or more school districts to partner with postsecondary institutions, community organizations, and workplace partners to deliver integrated career and technical education programs leading to industry certifications or credentials.

Requires participating district partnerships to develop plans that include collaborative education goals, implementation strategies with budgets, performance assessments in authentic settings, timelines, and provisions for professional development and resource sharing.

Mandates participating districts submit biennial reports by February 1 in odd-numbered years to the legislature and education commissioner containing performance assessment, graduation, and certification data for diverse student populations.

Preserves participating districts' independence by allowing them to maintain revenue sources, taxation authority, elected school boards, and employment agreements while collaborating through the partnership.

Grants the education commissioner authority to convene an advisory panel to review applicant qualifications, ensure equitable geographical distribution of participants, and terminate programs that fail to effectively implement their stated goals and timelines.
