Amends Minnesota Statutes section 123A.443, subdivision 4, to clarify procedures for joint powers boards and reorganized school districts applying for state grants.

Requires districts to adopt a resolution stating proposed project costs, the purpose of costs, and estimated dates for facility contracting and completion.

Specifies that grant applications must include a copy of the resolution, a clerk and treasurer certificate showing each member district's outstanding indebtedness, and a county auditor certificate with debt limit information.

Changes language from "is required to" and "in computing" to "must be used" and "to compute" for clarification of how debt limit information is used in the application process.

Applications must be received by the commissioner by September 1 of odd-numbered years in the form prescribed by the commissioner.
