• Requires applicants to demonstrate outreach to free and reduced-price lunch eligible students and provide two-year measurable goals linked to research or best practices, with grant allocation considering protective factors, postsecondary readiness, and school attendance.

• Directs grants to be equitably distributed across rural, suburban, and urban communities with priority given to programs collaborating with existing community resources; selected grantees receive two-year renewable grants contingent on satisfactory progress.
