Adds damage to public safety motor vehicles as a specific crime category subject to enhanced criminal penalties under Minnesota's criminal damage to property statutes.

Creates first-degree criminal damage offense (up to 5 years imprisonment or $10,000 fine) when damage to a public safety motor vehicle causes substantial interruption or impairment of public safety service or risk of bodily harm, and defendant knew it was a public safety vehicle.

Creates third-degree criminal damage offense (up to 1 year imprisonment or $3,000 fine) when damage is caused to a public safety motor vehicle and defendant knew the vehicle's classification.

Defines "public safety motor vehicle" to include law enforcement vehicles, fire apparatuses, ambulances (state/political subdivision-owned), licensed ambulance service vehicles, and conservation officer vehicles.

Expands definition of "damage" to include tampering with public safety motor vehicles and acts that obstruct or interfere with vehicle use.
