Amends Minnesota Statutes section 120B.022, subdivision 1b to establish Latin as a recognized language for state bilingual and multilingual seal eligibility.

Specifies that students demonstrate Latin proficiency through reading fluency, interpretive reading, and understanding of cultural perspectives, rather than the standard ACTFL proficiency levels required for other languages.

Maintains eligibility requirements that students must satisfactorily complete required English language arts credits and demonstrate mastery of Minnesota's English language proficiency standards.

Allows school districts and charter schools to award elective world language course credits and community service credits to students who demonstrate the requisite Latin proficiency.

Becomes effective the day following final enactment.
