• Changes road easement exchange requirements to allow "substantially equal" acreage (within 20 percent difference) and permits exchanges exceeding that threshold if the other party waives payment for the difference.

• Modifies forest land lease and permit authority to allow the commissioner to grant leases for any purpose not inconsistent with forest management and timber production, removes requirement for commissioner of administration approval.

• Deletes Sections 1 and 12 of Township 55 North, Range 18 West (St. Louis County) from Cloquet Valley State Forest.

• Authorizes multiple counties (Carlton, Beltrami, Big Stone, Blue Earth, Cass, Chisago, Goodhue, Hennepin, Itasca, Kandiyohi, Lake, Pine, Polk, Roseau, St. Louis, Traverse, Washington, Watonwan, Wilkin) to sell or convey tax-forfeited lands bordering public water through private or public sales under modified procedures.

• Allows Minnesota Historical Society to convey surplus historic site land in Redwood County to Lower Sioux Indian Community and establishes drainage authority for Washington Judicial Ditch 6 system under Comfort Lake-Forest Lake Watershed District upon boundary correction approval.
