Establishes veterans hiring preference for positions in the Minnesota legislature and state courts, with disabled veterans listed first in applicant pools, followed by nondisabled veterans, then nonveterans.

Requires the top three recently separated veterans (those who served since September 11, 2001 and were honorably discharged) to be granted interviews for legislative positions, and the top five for state court positions.

Mandates that job postings specify applicants may claim veterans or disabled veterans preference, and requires written explanation if a veteran in the finalist pool or interviewed is rejected.

Extends veterans preference to surviving spouses of deceased veterans and spouses of disabled veterans unable to qualify due to disability.

Amends Minnesota Statutes section 197.455 to apply existing veteran civil service protections to veterans employed in the legislature and state courts, including dismissal procedures and probationary period requirements.
