Creates a supplemental compensatory revenue formula for school districts based on the number of pupils eligible for free and reduced-price lunch, using a threshold of 1,500 pupils.

Amends Minnesota Statutes section 126C.05 to add new subsection (f) defining supplemental compensatory revenue pupil units as the greater of zero or the sum of free lunch-eligible pupils plus one-half of reduced-price lunch-eligible pupils minus 1,500.

Modifies section 126C.10 to establish that total compensatory revenue for fiscal year 2018 and later equals the sum of initial compensatory revenue (formula allowance minus $839 times compensation revenue pupil units) and supplemental compensatory revenue.

Calculates supplemental compensatory revenue as the product of supplemental pupil units times the greater of zero or the difference between 31 percent of the formula allowance and the district's per-pupil initial compensatory revenue.

Effective for revenue beginning in fiscal year 2018.
