Appropriates $1,000,000 for fiscal year 2018 and $1,000,000 for fiscal year 2019 from the general fund to the Department of Education for a grant to Minnesota Service Cooperatives.

Minnesota Service Cooperatives must contract with the Center for Applied Research and Educational Improvement (CAREI) at the University of Minnesota to support school districts.

Grant funds support needs assessments to identify improvement opportunities in student achievement, student engagement, and teacher and school leader effectiveness.

CAREI provides school districts with assessment tools, monitoring resources, evaluation templates and protocols, web-based resources, and professional development and technical assistance.

Unspent funds from fiscal year 2018 carry forward to fiscal year 2019, with a base appropriation of $1,200,000 established for fiscal year 2020.
