Appropriates $5,500,000 from the general fund to the Department of Education for fiscal years 2018 and 2019 for advanced placement and international baccalaureate examination fees and teacher training costs.

Allocates 75 percent of annual appropriations to the advanced placement program and 25 percent to the international baccalaureate program.

Requires the Department of Education, in consultation with the Advanced Placement Advisory Council and International Baccalaureate Minnesota, to determine the amounts spent each year on examination fees and training and support programs.

Mandates at least $500,000 annually for teachers to attend subject matter summer training programs and follow-up support workshops, with equal subsidy amounts per teacher regardless of program.

Allows unspent balance from the first year to carry forward to the second year rather than lapsing.
