Requires individualized education program (IEP) teams to consider whether students with disabilities require assistive technology devices and services using a child-centered assistive technology plan.

Adds assistive technology assessment as part of procedural safeguards and parent participation rights in decisions involving identification, assessment, and educational placement of children with disabilities.

Requires individualized family service plans (IFSPs) for infants and toddlers to include specific early intervention services based on peer-reviewed research, including assistive technology, to meet unique needs of the child and family.

Defines "child-centered assistive technology plan" as a plan to guide the assistive technology consideration and implementation process to address individual needs of a child with a disability.

Applies assistive technology considerations to both school-age students under IEPs and infants and toddlers under IFSPs.
