Mandates school districts provide 24 months of nonidentifiable aggregate claims data to insurers within 30 days of request and include this data in requests for proposals, which must be publicly released.

Establishes sealed proposal procedures with opening at least 90 days before renewal date in presence of up to three employee representative representatives, and allows post-opening negotiations with final proposals due 75 days before renewal.

Requires entities providing multiyear group health insurance contracts to give 90 days' notice of rate or plan design changes to school districts and employee representatives.
