Establishes a legal definition of telemedicine as delivery of health care services while the patient is at an originating site and the licensed health care provider is at a distant site, using real-time interactive audio and visual communications, secure video conferencing, or store-and-forward technology.

Excludes solely telephone conversations, emails, and facsimile transmissions between providers or between providers and patients from constituting telemedicine consultations or services.

Permits physician-patient relationships to be established through telemedicine.

Requires physicians providing telemedicine services in Minnesota to comply with the same standards of practice and conduct as apply to in-person health care services.
