Amends Minnesota Statutes section 125A.11, subdivision 1, to clarify nonresident tuition rates for students with disabilities receiving special instruction and services outside their home district, effective fiscal year 2015 and later.

Specifies that special education aid to the resident district must be reduced by the actual cost of providing special instruction and services, plus general education revenue attributable to the student, minus special education aid received and certain other deductions.

Explicitly includes sites constructed under Laws 1992, chapter 558, section 7, subdivision 7 (sites serving court-placed adolescents) as eligible to apply to the commissioner for authority to charge additional fees to recover unreimbursed costs of serving students with disabilities.

Allows intermediate districts and special education cooperatives to recover unreimbursed costs including building lease, debt service, and indirect operational costs by billing membership and nonmember access fees to resident districts.

Becomes effective the day following final enactment.
