Changes prohibition on remedial course enrollment for secondary pupils to allow enrollment only when students are in graduation incentives programs and enrolled full-time in middle or early college programs with a defined pathway to a postsecondary degree or credential.

Requires middle or early college programs to award developmental college credit rather than college credit for remedial or developmental courses, and allows students to receive credit for any nonsectarian course offered.

Adds requirement that when a postsecondary institution enrolls a secondary pupil in a course, it must also enroll a qualified veteran student in the same course if enrollment timelines were not practicable for that veteran.

Clarifies that students who successfully complete a remedial course under this section cannot be required to retake that remedial course if they later enroll in a postsecondary institution after leaving secondary school.
