Commissioners of Health and Human Services must prepare biennial reports to the legislature on long-term care services and supports for elderly and disabled populations, addressing demographics, gaps, availability by county/region, and policy recommendations.

Commissioner of Human Services shall conduct a one-time study assessing local capacity and availability of home and community-based services for older adults, people with disabilities, and people with mental illnesses, with report due to legislature no later than August 15, 2015.

Appropriates $217,500 in fiscal year 2018 and $217,500 in fiscal year 2019 from the general fund to the Commissioner of Human Services for analysis of gaps in long-term care services.

Establishes permanent biennial appropriations of $435,000 (increased to $498,000 base in fiscal year 2016) for gap analysis in long-term care services, with provision that this appropriation does not expire.
