Appropriates $1,000,000 from the general fund to the Commissioner of Education for fiscal year 2018 and $1,000,000 for fiscal year 2019 for the collaborative urban educator grant program.

Distributes grants equally at $250,000 per year to four universities: Concordia University St. Paul (Southeast Asian Teacher program), University of St. Thomas (Collaborative Urban Educator program), Hamline University (Center for Excellence in Urban Teaching), and Augsburg College (East Africa Student to Teacher program).

Allows any unused balance from the first year to carry over to the second year rather than canceling.

Requires each institution to submit a detailed report to the legislature by January 15 of each year documenting funds used, number of teachers prepared, and teacher diversity for each cohort.
