Appropriates $80,000 from the general fund to the Department of Education for fiscal years 2018 and 2019 as a grant to the United Way of Central Minnesota, serving as fiscal host for the Promise Neighborhood of Central Minnesota.

Grant funds must support community collaborations focused on enhancing students' academic success outside the ordinary school day, with allowable uses including staff costs, pupil transportation costs, and outreach activities.

Requires the Promise Neighborhood of Central Minnesota to submit reports by February 15, 2018, and by February 15 of every subsequent even-numbered year detailing funded activities, outcome measure changes, and the following year's program plan to legislative committee chairs and ranking minority members with jurisdiction over K-12 education.

Grant funding is supplemental and does not reduce any other appropriations for the Promise Neighborhood of Central Minnesota.

Effective date is the day following final enactment.
