S.F. No. 1470 Summary

• Modifies performance measures for determining school district and school site progress toward creating the world's best workforce to include academic achievement gaps, rigorous course taking, enrichment experiences, Minnesota Comprehensive Assessments results, high school graduation rates, and career and college readiness.

• Allows career and college readiness to be measured by either high school Minnesota Comprehensive Assessments performance in reading and mathematics or by career and technical education certificates or credits.

• Requires the commissioner to annually report on student performance at each school site and district using the specified performance measures and post the report on the Department of Education's Web site.

• Directs the commissioner to identify districts not making sufficient progress toward meeting performance goals in any consecutive three-year period and may require such districts to use up to two percent of basic general education revenue to implement commissioner-specified improvement strategies.

• Requires the commissioner to report by January 25 each year to legislative committees on school districts that have not submitted reports or are not making sufficient progress toward world's best workforce goals.
