Amends Minnesota Statutes 2016, section 120B.30, subdivision 1a to require student assessment results be available to school districts and teachers within three school days of when students take an assessment, except in years when assessments reflect new performance standards.

Requires the commissioner to use fully adaptive mathematics and reading assessments for grades 3 through 8 that include test items at on-grade, above-grade, and below-grade levels.

Mandates diagnostic information about students' academic strengths and weaknesses be available to teachers and school administrators within two weeks of assessment completion, organized by subject strands and aligned to state academic standards.

Requires student growth information be available using a constant measurement scale from each student's first assessment through subsequent assessments.

Effective for the 2017-2018 school year and later.
