School boards must publish official proceedings either in the official newspaper or on the district's official website, with online postings retained for at least one year, within 30 days of the meeting.

Boards may publish only a summary of proceedings if determined adequate to inform the public, conforming to section 331A.01, subdivision 10.

Referendum notice requirements are modified to allow notices to state that existing referendum levies are expiring and to project anticipated tax increases for typical residential homesteads, agricultural homesteads, apartments, and commercial-industrial property.

Notice for renewing existing levies at the same amount may state "Passage of this referendum extends an existing operating referendum at the same amount per pupil as in the previous year" instead of projecting a tax increase.

Repeals Minnesota Statutes 2016, section 123B.09, subdivision 11, which previously allowed districts without local newspapers to mail proceeding summaries to residences instead of publishing them.
