Prohibits regional railroad authorities, metropolitan counties, cities in the metropolitan area, and the Metropolitan Council from spending money to study, plan, design, or construct light rail lines or expand existing light rail lines unless the legislature explicitly authorizes the particular project.

Appropriates $5,000,000 in fiscal year 2018 from the general fund to the Metropolitan Council for financial assistance to replacement service providers, with funds distributed equally among providers.

Appropriates $5,000,000 in fiscal year 2018 from the general fund to the Metropolitan Council for planning and development of bus rapid transit corridors.

Applies the light rail project restrictions in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Sections 1 to 4 are effective the day following final enactment.
