Expands the definition of "textbook" to explicitly include online books with annual subscription costs for aid calculation purposes to nonpublic pupils.

Adds course registration fees for advanced placement courses delivered online to the definition of "software or other educational technology" for nonpublic pupil aid.

Modifies guidance and counseling services allotments for elementary pupils in nonpublic schools to be based on the average expenditure per elementary pupil in Minnesota public schools that provide such services.

Modifies guidance and counseling services allotments for secondary pupils in nonpublic schools to be based on the average expenditure per secondary pupil in Minnesota public schools that provide such services.

Makes all amendments effective for revenue in fiscal year 2018 and later.
