Appropriates $132,440 from the general fund to the African American Registry for fiscal year 2018 and $132,440 for fiscal year 2019

Requires the African American Registry to establish partnerships with Metropolitan State University and the University of St. Thomas to improve cultural competency of teacher license candidates

Mandates the African American Registry submit annual detailed reports to the legislature by January 15 documenting fund usage and the number of teachers prepared

Effective the day following final enactment
