Amends Minnesota Statutes section 124D.957 to modify membership age requirements for the Minnesota Youth Council Committee from ages 13-19 to grades 8 through 12.

Establishes a new funding subdivision authorizing the Minnesota Alliance With Youth to receive annual state appropriations to fund Minnesota Youth Council operations.

Appropriates $360,000 in fiscal year 2018 and $360,000 in fiscal year 2019 from the general fund to the commissioner of education for grants to the Minnesota Alliance With Youth.

Committee consists of four members from each congressional district in Minnesota plus four at-large members selected through an application and interview process.

Members serve two-year terms with a maximum of two terms; initial members serve staggered one-year and two-year terms; selection process emphasizes gender and ethnic diversity.
