Extends the early repayment aid incentive program to Independent School District No. 36, Kelliher, for districts that repaid their full capital loan principal by November 30, 2016.

Increases total appropriation for early repayment aid incentive grants from $2,200,000 to $2,350,000 in 2017, adding $150,000 for ISD No. 36, Kelliher.

Allocates $2,350,000 total across seven school districts: ISD No. 36 Kelliher ($150,000), ISD No. 95 Cromwell ($180,000), ISD No. 299 Caledonia ($495,000), ISD No. 306 Laporte ($220,000), ISD No. 362 Littlefork ($150,000), ISD No. 682 Roseau ($650,000), and ISD No. 2580 East Central ($505,000).

Permits grants to be used for any school-related purpose.

Sets the base appropriation for 2022 to zero and becomes effective the day following final enactment.
