Allows cooperative units and joint powers districts to issue bonds or levy for long-term maintenance costs, including leased facility costs attributable to amortized long-term facilities maintenance projects completed by landlords, effective fiscal year 2018 and later.

Permits school districts that are members of cooperative units under section 123A.24, subdivision 2, or joint powers districts under section 471.59 to include proportionate shares of long-term maintenance costs in their levy authority upon approval by member school boards and the commissioner of education.

Authorizes districts to levy for proportionate share of deferred maintenance expenditures for district-owned buildings or sites leased to cooperative units or joint powers districts for instructional purposes or school storage, effective fiscal year 2018 and later.

Requires member district school board adoption of resolutions and commissioner of education approval before districts can include cooperative unit or joint powers district long-term maintenance costs in their authority.
