Permits the Department of Public Safety to share Social Security numbers with the judicial branch for purposes of debt collection.

Designates the existence and description of types and capabilities of surveillance technology maintained by law enforcement agencies as public data, including technology used to capture audio, video, photographic, or other records of individuals or the general public.

Maintains Social Security numbers in driver's license and motor vehicle registration records as private data, with limited exceptions for Department of Revenue, Department of Labor and Industry, judicial branch, and Department of Natural Resources.

Allows law enforcement agencies to access data on standby or temporary custodians under section 171.07 for purposes of verifying designated caregivers or notifying caregivers when a license holder is unable to communicate.
