Appropriates $1,300,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Ely for a trailhead facility with parking, visitor information, and restrooms near marked Trunk Highway 169.

Allows unused appropriation funds to be used for predesign of a Pattison Street extension connecting marked Trunk Highway 169 to St. Louis County Highway 21 to improve access to the Ely Bloomenson Community Hospital campus and emergency services building.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,300,000 to fund the appropriation according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Does not require a nonstate contribution to the trailhead project.

Takes effect the day following final enactment.
