Sets application deadlines of November 30 for planning grants and January 31 for implementation grants, with priority given to geographic diversity and districts without prior grant awards when applications exceed available funds.

Requires grant recipients who terminate agreements early to return a pro-rata portion of funds based on remaining school days and mandates schools to report best practices to the Department of Education for distribution statewide.

Appropriates general funds to the Department of Education for planning and implementation grants in fiscal years 2018 and 2019, with specific amounts to be determined.
