Establishes school facilities improvement revenue allowing school districts to fund lease agreements, safety modifications, facility improvements, long-term maintenance, and new construction up to 20 percent of existing building square footage.

Calculates school facilities improvement revenue at $212 times adjusted pupil units, with intermediate school district member districts able to add up to $65 times adjusted pupil units.

Districts receiving school facilities improvement revenue cannot levy for building lease revenue under section 126C.40 for the same year, and vice versa.

District levy equals improvement revenue multiplied by the lesser of one or the ratio of the district's adjusted net tax capacity per pupil unit to 125 percent of state average, with aid making up the difference.

Appropriates funds from the general fund to the Department of Education for fiscal years 2018 and 2019, effective for revenue beginning fiscal year 2019.
