Establishes a 15-member School Finance Task Force to recommend changes to Minnesota's school finance formulas to improve equity and efficiency, with five members each appointed by the governor, House Education Finance Committee, and Senate Education Committee by July 1, 2017.

Task force must publicly adopt goals for Minnesota's funding system, identify specific formula changes, and examine funding for regular instruction, special education, and facilities, with discretion to examine other funding areas.

Commissioner of education must convene the first meeting by August 1, 2017, and task force members elect their own chair; commissioner provides technical assistance and support upon request.

Task force must submit recommendations to the commissioner of education by January 1, 2018, and again on January 1, 2020; commissioner must report to education committees within two weeks of the governor's budget release regarding which budget proposals align with task force goals.

Task force sunsets the day after submitting its final report; an unspecified amount from the general fund is appropriated to the commissioner of education for fiscal year 2018 to support task force operations.
