Prohibits construction of schools on land located within one-quarter mile of a dump site or closed landfill.

Requires schools already located within one-quarter mile of a dump site or closed landfill to provide annual written notice by regular mail at least 60 days before the school year begins to all parents and employees, including a to-scale map showing the school and landfill location.

Schools must display notice and map on their website homepage and include available information about years of operation, waste type and volume, contamination levels, and mitigating actions taken.

Exempts schools from these requirements if soil testing by an independent contractor shows all contaminants are below Pollution Control Agency standards for residential land and methane concentration is below 0.5 percent by volume, and the agency issues written confirmation of safe conditions.

Applies to public schools and charter schools; becomes effective July 1, 2017.
