Adds advanced practice registered nurses and physician assistants to multiple Minnesota statutes where physicians are currently authorized to perform medical functions, including certifications for HIV eligibility, medical institution discharge expectations, and do-not-resuscitate orders.

Expands healthcare provider authorization to include advanced practice registered nurses and physician assistants for providing cause of death information, ordering skilled nursing visits, and authorizing prescription eyeglasses in emergency situations.

Allows advanced practice registered nurses and physician assistants to certify continuity of care eligibility for health plan enrollees with terminal illness (expected lifetime of 180 days or less).

Modifies Minnesota Rules part 4601.1800 to explicitly authorize advanced practice registered nurses and physician assistants to provide cause of death information for vital records, effective immediately.

Updates vital records, school tuberculosis screening requirements, special diet identification cards, and medical assistance lien procedures to recognize advanced practice registered nurses and physician assistants as qualified providers alongside physicians.
