Abolishes the Perpich Center for Arts Education effective June 30, 2018, with students enrolled in 2016-2017 allowed to continue through 2017-2018 school year only.

Creates a Lola and Rudy Perpich arts education specialist position within the Department of Education to provide statewide arts support services, including curriculum development, research, and assistance to school districts.

Requires the Perpich Center to submit proposals by January 15, 2018 for conveying Perpich Arts High School and Crosswinds Arts and Science School properties to school districts or nonprofits; transfers property to Department of Administration if no proposal is submitted.

Transfers Perpich Arts Library property to the State Library Services Division effective June 1, 2018, and requires transfer of student education records per existing law.

Removes references to the Perpich Center from statutes governing unclassified positions, teacher compensation revenue, severance pay, and sales tax exemptions; repeals all statutes and rules establishing the center's governance and operations.
