Adds definition of "positive behavior interventions and supports" to Minnesota Statutes section 121A.41, effective for 2017-2018 school year and later.

Defines "nonexclusionary disciplinary policies and practices" as alternatives to removing or dismissing pupils that include positive behavior interventions and require school officials to intervene and support pupil behavior before removal or dismissal.

Requires school officials to use nonexclusionary practices before suspending pupils and mandates superintendents provide annual professional development to educators on using these practices and understanding consequences of exclusion and expulsion.

Adds requirement that staff development activities focus on nonexclusionary policies and practices to keep students in classrooms and include teaching educators about significance and long-term consequences of removing, excluding, and expelling pupils.

Appropriates unspecified amounts from the general fund to the Department of Education for fiscal years 2018 and 2019 to provide staff development and training on nonexclusionary policies and practices, with first-year appropriations available in the second year.
