Creates a new state aid program called "General Education Disparity Aid" under Minnesota Statutes section 126C.127 for school districts with below-median property wealth and revenue.

Establishes eligibility for school districts (excluding charter schools) whose adjusted net tax capacity per pupil or referendum market value per pupil falls at or below the 20th percentile of all districts.

Calculates disparity aid as 0.7 times the difference between the 20th percentile district's general education revenue per pupil and the individual district's revenue per pupil, multiplied by adjusted pupil units.

Appropriates funds from the general fund to the Department of Education for fiscal years 2018 and 2019 to implement the disparity aid program.

Effective for revenue in fiscal year 2018 and later, with specific appropriation amounts to be determined.
