Amends Minnesota Statutes 2016, section 16A.103, subdivision 1a, to allow inflation adjustments in budget forecast spending estimates.

Removes the prohibition that "Expenditure estimates must not include an allowance for inflation" from current law.

Requires budget forecasts to estimate expenditures for all obligations imposed by law and those projected to occur as a result of inflation and variables outside the legislature's control.

Maintains existing requirements that forecasts assume continuation of current laws and include reasonable estimates of projected economic growth and affected populations.
