Increases career and technical revenue reimbursement from 35 percent to 60 percent of approved expenditures for districts with approved programs, including salaries for instructional personnel, contracted services, travel, curriculum development, and instructional supplies.

Authorizes the commissioner of education to establish by July 1 of each even-numbered year a list of qualifying career and technical certificates in fields with occupational opportunities, in consultation with the Governor's Workforce Development Council and P-20 education partnership.

Increases incentive funding for students earning qualifying certificates from $500 to $500 per student, with statewide cap raised from $1,000,000 to $5,000,000 in career and technical certification aid.

Modifies career and technical aid calculation to include 25 percent of approved expenditures, equalized career and technical revenue less local levy, and certificate revenue, with proportional reductions if district levy is less than permitted amount.

Appropriates funds from the general fund to the commissioner of education for career and technical aid in fiscal years 2018 and 2019, including $478,000 for 2017.
