Permits members of participating municipality governing bodies to be appointed to the Central Iron Range Sanitary Sewer Board, changing prior language that restricted appointments to residents only.

Town boards appoint one member to the sewer board; city councils appoint members as follows: three from Chisholm, two from Buhl, and one from Kinney.

Board members may now be members of the governing body of the municipality appointing them, with an exception only for the member appointed by the Iron Range Resources and Rehabilitation Board.

Ratifies and confirms all sewer board member appointments made retroactively from December 27, 2003, upon local compliance with notification requirements in Minnesota Statutes section 645.021.
