Establishes student online privacy protections under Minnesota Statutes chapter 125B by defining "covered information" as personally identifiable information about students collected through educational technology platforms and services used for school purposes.

Prohibits operators of educational websites, applications, and online services from engaging in targeted advertising based on student data, selling or renting student information, creating student behavior profiles, or disclosing covered information except for specified purposes including school operations, legal compliance, safety, and research.

Requires operators to implement and maintain written security procedures appropriate to protect covered information from unauthorized access or disclosure, and mandates destruction or return of student data within 30 days upon request.

Permits limited disclosures of student information for federal/state law compliance, legitimate research under educational agency direction, school purposes, national assessment providers with written consent, and contracted service providers under strict data-use restrictions.

Imposes additional requirements on vendors contracting with schools, designating student data as school property and requiring data destruction or return within 30 days of contract expiration or school request.
