Requires the 15-member Perpich Center for Arts Education board to include one school administrator or elected school board member, one locally or regionally recognized professional artist, one secondary or postsecondary arts educator, and one person with statewide outreach program administration experience.

Mandates all board members complete board training requirements consistent with section 127A.19.

Extends the appeal timeline for parents disagreeing with board actions affecting their child's academic program from 30 to 60 days.

Requires the Center's director to be a licensed school superintendent and mandates employment of at least one licensed secondary school principal.

Requires the director to submit annual reports for five years to legislative committee chairs addressing findings from the Office of the Legislative Auditor's January 19, 2017 internal controls audit, with reports due December 15 each year starting in 2017 and concluding December 17, 2022.
